Call to Order:
The meeting was called to order by President, Gary Fish, at 7:00 p.m.
Attendance:
Jim Montgomery; Tony Gallo; Gary Fish, Frank Gyetvan; Brian Sells; Bob Ludlow; Nick Dienes; Brian Freese; Mike Sabath and Sonja Sabath.
Election of Officers:
Jim Montgomery, President
Mike Sabath, Vice-President
Brian Freese, Secretary
Motion: Approve the above as officers for the 2006 Wissler Ranch HOA.
Frank Gyvetan/Nick Dienes M/S/C. Approved unanimously.
Minutes:
The minutes for the January 4, 2006 was approved without changes.

Covenant Committee Report:
There was much discussion on the current Covenants and the need for them to be reviewed and revised. A sub-committee will be formed to look at these one-by-one and make recommendations to the board for changes.
The current report states there were three open and four closed cases since the last meeting. - 3 open issues: Filho - shed, Krebill - water meter and Bryer - pillar. 4 closed issues: Maurer - shed, Keller - pillar, Sunada - dog run, Shanley - water meter.
Treasurers Report:
Sonja Sabath handed out and reviewed the December Balance Sheet and Profit and Loss Statement. It was noted that the HOA shows a negative number on the Profit and Loss Statement since we incurred expenses, but not income in the month. This will be common for our HOA since we only receive dues income once a year. The Balance Sheets shows Total Liability and Equity at $26,183.81. We are in good shape for the expenses that will be incurred before the next dues income is received in June 2006.
The Treasurer was given the tasks to review the 2006 proposed budget based on the findings of SB100. There will be additional postage and printing expense to be in compliance. The HOA will also now need to rent a room each month for the meetings and that cost needs to be included. The Treasurer will make a recommendation on whether dues should be increased in light of the additional expenses. It has been two years since the dues were increased. The Treasurer will report back on the findings at the March meeting.
Design Review Committee Report:
The DRC has nothing ongoing. Will look at a proposed roof line variance on a home being remodled. Some of the board members felt the roof line did not blend with the community 'look." The DRC will review the plans and make a decision.
Water Usage Report
Tony Gallo and Frank Gvyentan reported their findings. After much research and several meetings, they found that the current water usage is 7.2 million
Tony and Frank reported that less then 50% of Wissler Ranch homeowners have reported. This is a very low compliance. They asked to follow the current policy and to fine those in non-compliance.
An action item was given to Tony and Frank to submit the current report with the available data to the commissioner asking for direction and confirmation of which district guidelines our association is to follow.
