Meeting called to order at 7:00 PM. Board Members present: Mark Cooksen, Ken Bonitz, Chad Boekes, Bob Lorenz, Jim Montgomery, Shari Wilson, Marne Truillo, and Mike Coulup.
The board members approved the HOA meeting minutes from Sept, Oct and Nov 2003.
Mr. Chuck VanFosson, from the Great Water Divide met with the Board to discuss the proposed water usage policy and provide any answers to questions we might have. His overall comments were that Wissler Ranch was being pro-active on enforcement of water issues, which the Great Water Divide liked, and that the Proposed Water Usage policy was a good attempt to clarify the current water regulations. The water guideline policy was agreed upon by the board members and will be posted on the HOA bulletin board.
The board reviewed discoveries made by several board members with respect to questionable water usage ending Nov 2003. Board members had contacted most of these homeowners and received explanations of the usage, informed them of the water policies, and tried to schedule a remedial action with the homeowner. All board members conducting investigations were asked to send their findings to Ken Bonitz for filing.
Board members reviewed Capital Improvement recommendations and decided to query the homeowners as to their preference for the capital improvement. The board decided to present two options to the community;
1) a $300 Special Assessment for entryway construction and a pavilion in the common area, and
2) a $150 Special Assessment for just entryway construction. Ballots will be mailed to homeowners in early Feb 2004. The response to this ballot will determine how the actual special assessment ballot (do you vote for the special assessment yes or no) will be presented later.
Gary Fish presented a video of the trailer violations submitted by Mr. Peter Popp in Dec 2003. After viewing the video and additional pictures provided by Mr. Popp, and much discussion, the Board voted on each submitted violation as follows (Board member Mike Coulup declined to vote since he has a trailer parked on his lot, and felt it would be a conflict of interest to vote on these matters):
- Schafer (20075 Wissler Ranch Dr) - Board members voted that the trailer where it was parked in the back of the lot did not constitute a covenant violation.
- Ascensio (20175 Wissler Ranch Rd) - Board members voted that the lawn tractor trailer did not constitute a covenant violation.
- Hannaly (19720 Twisted Pine) - Board members voted that the trailer where it was parked on the side of the house, did not constitute a covenant violation.
- 20120 Twisted Pine - No camper was observed in the driveway. It was assumed that the trailer was there temporally and then moved. No issue, no action taken.
Mr. Peter Popp submitted additional trailer covenant violations for consideration of the board.
