  1. Call to order - 7:30PM


  2. Previous minutes reviewed - signed off without changes


  3. 2007 HOA Board of Directors positions
    1. Beth Gannon - President
    2. Brian Freese - Secretary
    3. Sonja Sabath - Treasurer
    4. Bob Lindow - Maintenance
    5. John Andrew - DRC
    6. Steve Gerard - Covenants
    7. Frank Gyetvan/Tony Gallo - Water

  4. Water usage review:
    1. Thirteen (13) overages (see attachment titled "WRHOA Water Overage Responses")
    2. Eight written responses prior to this meeting
    3. Three residents attended.
      1. Resident 1 - Still investigating the leak, believes the toilet was running; toilet is now turned off awaiting repair.
      2. Resident 2 - Sprinkler control valve was stuck open for about a week last summer. Backyard was soaked. Valve was repaired
      3. Resident 3 - Suspects a leak; will take monthly readings and report to Board in 6 months.
    4. Remaining non-responses:
      1. Resident 4 - Brian Sells and Beth will contact and get details
    5. Resident 5 - Has two adjacent lots, one vacant. He waters trees, etc. on vacant lot from his home lot. No covenant rules on this.
    6. General comments
      1. Some owners blamed broken meters for overage readings. Please note that homeowners are responsible for maintaining water meters.
      2. General instructions:
        1. Watch the meter. If it's running while all water in the house is shut off there is a leak.
        2. Take external and internal meter readings once per month. Compare results and take action as needed.
        3. Frank will do neighborhood wide email this summer requesting that all residents do voluntarily monthly meter readings to check for water leaks. His email will state that water usage is monitored by the county; usage over the neighborhood allotment may result in punitive actions (fines) by the county. This is not a Wissler Ranch rule.

  5. Treasurer's report:
    1. December statements not available.
    2. Profit/loss statements were distributed (attachment).
    3. We are on target; no budget problems; $38K in our checking account.
    4. Home sales have slowed. Few calls for closing-related records or charges.
    5. Wissler Ranch has 133 lots, plus 3 for the common area.
    6. Six (6) outstanding dues payments; one is seven years old.
    7. Outstanding dues will be handled by contacting the mortgage company. Delinquent dues are paid by seller when home is sold. Non-sale options include putting a lien on the home.

  6. Committee Reports
    1. Covenants - two were open
      1. One closed
      2. Barking dog issue - Nick Dienes spoke to owner, resolved, closed
    2. DRC
      1. No issues from 2006.
      2. Jim Montgomery will brief John on responsibilities.
    3. Landscape
      1. Chemlawn will spray for weeds; will do Spring, Summer, Fall in common area, parking lot.
      2. Tia Salazar requests:
        1. Can BoD do watering once per month in winter in common area and other entrance, if we have a dry winter.
        2. Get water pump fixed and locked up
        3. Tia will get bids.
      3. Maintenance
        1. Common area and ballpark are in disrepair.
        2. Do we want to do something about it?
        3. Reason for lower common area usage: no shade, very hot in summer
        4. Bob submitted a list of planned improvements (attachment); after considerable discussion the BoD decided:
          1. Major issues:
            1. Parking lot culverts are heavily damage; cost to replace - $3222
            2. Rock apron around parking lot; cost - $2715, includes weed barrier and large decorative boulders to discourage wild driving.
            3. Mailbox area:
              1. Lighting needs to be improved to withstand weather
              2. Ice prevention and buildup upgrades
              3. Cost to improve - $1000
            4. BoD decided to prioritize Bob's list per:
              1. Function and safety upgrades
              2. Deferred maintenance/appearance upgrades
            5. Long term plan:
              1. Form a small committee to plan and stage the upgrades
              2. Separate deferred maintenance from capital improvements and safety changes
              3. Wissler Ranch had no initial master plan for the common area
            6. HOA has $3K in budget for maintenance
            7. Motion to do parts 3, 4, and 8 from Bob's list and allocate $1000 for doing part 8, including a rain gutter over the mailbox roof. Motion/second - Frank/Bob. Passed unanimously
          2. BoD will ask Gerry Majors to put up neighborhood watch signs in the mailbox area to discourage graffiti and vandalism. vi. Plowing
            1. First Christmas storm - Wissler got one lane plowed per street while Hawk Ridge got two.
            2. Second storm - we emailed Wayne Williams, much better response, and Wissler got two lanes per street.
            3. 3County responsibility to plow by mailboxes
            4. Plowing services - Beth will contact Jim Winters to see if he will plow the mailbox area. Currently, Jim is under contract.
  7. Old Business - none

  8. New business
    1. Trees
      1. Colorado State Forest Service Trees for Conservation Program - Trees, plants available for a very good price to El Paso County residents with 2+ acres of land

          The trees and shrubs come in lots of around 50 depending on type. The per-lot prices are very good.
      4. Brian Sells used the program before; plants were healthy, prices good
      5. Suggestions: We could accumulate orders, have the plants delivered to a central place this spring, e.g. the ballfield area. Depending on when monies are required, we could collect payments now in apportioned amounts, keep track of how many plants per resident, then distribute the plants next spring when CSU ships them to us.
      6. Brian Freese will do a neighborhood email on part v above
    2. We will do weatherproof postings of HOA news at the mailbox area.
    3. Brian Freese will do updated trash removal offer email to neighborhood.

  9. Next meeting - 2/21 at Beth's house
