Meeting called to order at 7:28pm

RESIGNATION
Bill Fischer resigned from the HOA board and DRC committee stating he has too many obligations to continue as a board member and give the appropriate time it deserves. We thank Bill Fischer for his work.

FIRE DISTRICT
Fire Chief of Wescott Fire department spoke on Wescott incorporating us (Wissler Ranch) into their fire district. Currently Wescott services Wissler Ranch but shares coverage with Tri-Lakes Fire. For preferred fire rating homes must be less than five road miles to the fire station. The proposed station to be built by Tri-Lakes is seven road miles to the entrance of Wissler Ranch as driven by the fire chief that night.

Glen Jacks went to Wescott in 1996 asking for coverage.

Wescott Fire is holding a meeting May 15, 2003 to discuss the pros and cons of incorporating Wissler Ranch into their Fire district and receive the taxes for it. Following the meeting, Wescottıs board of directors will vote for or against pursuing official incorporation. If the Wescottıs board votes for this it then goes to a county judge to set an election date. Voters then choose to vote for it or not.

Currently Wescott has three 10,000-gallon cisterns it maintains in Wissler Ranch plus an open pond it fills on a private residents lot for use if needed.

If incorporated Wescott ³plans² to build a station in the five road mile radius.

WATER AUGMENTATION
Ken Bonitz would like to retain legal counsel to get answers and legal definitions on exterior water use, the right and ability of people to have ponds and purchase more water as well as any other questions property owners may have on water.

Attorney Holly Holder has died and Wissler ranch water files have been sold to Carrie Ciliberto. She has offered to review the entire file then charge us only for the time spent on specific question we have about water issues.

Ken Bonitz motioned that the board spend money on the water attorney to answer questions related to water and obtain answers in writing. Ken will also send a letter to the owners to get questions for the water attorney. Chad Boekes seconded. All were in favor.

COVENANT VIOLATIONS
Mark asked that all covenant complaints be done in writing. Verbal complaints will not be pursued.

HOA BOARD APPOINTMENTS
Gene Bergmeier has not attended meetings for over one year.

Dan Rogers motioned that Gene be removed from the board secondary to non-attendance. Mark Cookson seconded. All were in favor.

Four open positions to be filled. Three positions are until October 2003, one position until October 2004.

Jim Montgomery, Shari Wilson, Gary Fish and Bob Lorenz expressed interest in being on the board. Each was given a few minutes to talk about why they wanted to be on the board.

Chad Boekes motioned that Shari Wilson be accepted for the board position ending in October 2004 and that Jim Montgomery, Gary Fish and Bob Lorenz be accepted for the board positions ending in October 2003. Dan Rogers seconded. All were in favor.


DRC
Tony Alcini stated there are two vacancies on the DRC committee currently and that his home is up for sale and he would be leaving as well. Peter Popp stated that Lynn Matti had expressed interest in being on the DRC committee.

Ken Bonitz motioned that Jim Montgomery be added to the DRC committee. Chad Boekes seconded. All were in favor.

Final two positions to be filled at the next board meeting.

SPRING BBQ
Chad Boekes stated that Rhonda Conrad and Margie Boekes were organizing a spring BBQ to be held at the commons area May 17th. Gerry Majors said that she would contact the Neighborhood watch program and have an officer in attendance to discuss the program.

SWING SET
Swing set in the commons area is complete and in use.

NEW BUSINESS

PAVING
Ken has obtained bids from two companies. Three others were contacted and didnıt offer bids.

Avery paving bid was $2093, which included prep work, road base and paving 811 square feet.

Peterson paving bid was $1400 for paving alone.

Gary Fish stated he had problems with Peterson Company on his private drive and did not recommend them. Peter Popp stated for a few extra dollars he felt better going with a company that had a better reputation.

Chad Boekes motioned to accept Avery Paving bid to pave the mailboxes. Gary Fish seconded. All were in favor.

WATER METERS
Three violator remain on external water meters.
Hanson home, which is in foreclosure.
Filho home, which is being handled, be the attorney.
Walker home, which has a new owner.

Gary will contact the new owners and express the need to get the external meter in place. There was some discussion on how to handle the foreclosure home. Left unresolved.

NEW HOMEOWNERS
There currently is no master list of residents that is up to date. The DRC committee is asked to bring the names of new build owners and the treasurer is asked to bring the names of resale homes based on closing letters.
