Wissler Ranch is a covenant-protected community under the Wissler Ranch Homeowners Association. We are a self-managed HOA, run by volunteers, so there is no business office, telephone, or full-time staff. There are no sub-associations. If you need information that is not available on the website, please consult the listing of the Board, Officers, and Committee Chairs, and send an email to the appropriate point of contact.
HOA
Per the Declaration of Covenants, Conditions, and Restrictions, all home and lot owners within Wissler Ranch are automatically members of the Wissler Ranch Homeowners Association. Membership is mandatory. All properties are subject to the Covenants and subordinate policies and guidelines.
Realtor or Other ‘For Sale’ Signs
Only one realtor and/or “for sale” sign is permitted per lot. The sign must be no larger than 18” x 24” x ½”, may not be reflective, must be mounted on an “H” stake no higher than 15”, and must be commercially produced. Signs must be located within the lot and may not be placed in culverts or road rights-of-way. No directional signs are authorized. No signs may be posted at any Wissler Ranch entrance or common area.
Fees
Wissler Ranch assesses a transfer fee and issues a status/estoppel letter fee on closing. Contact the HOA for current fee amounts.
Status Letters
Requests for status letters should be sent to the Board at least two weeks before projected closing dates.
Annual Assessments
Annual assessments fund the operation of the HOA and the maintenance of the common area. The HOA does not provide any maintenance or services to individual homes or lots. Dues are assessed annually and due to the association on January 15th each year.
Design Review/Architectural Controls
Covenants require all structures, landscaping, and other site modifications to conform with the Covenants and Design Review Guidelines, and projects must be approved in advance of the start date by the Design Review Committee. Approval of location, design, materials, and grade modifications is required before any improvement(s) is/are initiated on any lot. This includes, but is not limited to: initial construction, additions, driveways, septic systems, outbuildings, storage facilities, façade changes, fencing, landscaping, hard-scaping, play-scapes, pet fencing, enclosures, and dog houses.
The cluster mail boxes for the Wissler Ranch community are located next to the common area on Wissler Ranch Road. The U.S. Postal Service handles all mail delivery through the Briargate Post Office in Colorado Springs. Contact them with questions on mail service, including obtaining keys to your mail box.
Property owners are responsible for providing current mailing addresses to the HOA Secretary and Treasurer if they are different from their Wissler Ranch home or lot address.
Pets
Pets are restricted by Covenants to no more than two dogs and two cats. No horses, livestock, or poultry of any kind are permitted. The location and design of all outdoor pet enclosures are subject to approval of the Design Review Committee.
Roads
The streets within Wissler Ranch are El Paso County roads. Maintenance and repair, including snow removal, and traffic safety are the responsibility of the County.
Water and Sewer
Water and sewer are through individually owned and maintained wells and septic systems. Modifications to the septic system including location of the leach field are subject to El Paso County and Design Review Committee regulations and approvals.
Well water use and well operation are controlled by the Colorado Division of Ground Water, the Wissler Ranch Water Augmentation Plan Decree, individual well permits and special warranty deeds, and Wissler Ranch Covenants and policies. Homeowners are required to operate their wells and use water in accordance with these governing documents, read their well meter on Nov 1st each year, and report the total to the HOA no later than November 5th of each year.
Outdoor water features and pools may not be filled or operated with well water. Residents must purchase water from a commercial water vendor to fill and operate them.
