Mark Cookson called the meeting to order at 7:32 pm

Chad motioned to approve the meeting minutes from May 8, 2003, Gary Fish seconded and all approved

Water Issues
Ken Bonitz reviewed the answers received back from the water attorney. In addition, he handed each of the board members a copy of the response from the lawyer. The augmentation plan says you can use a certain rate and your well permit says a specific rate (.375 acre-feet). According to the lawyer hired to answer the water questions, the state augmentation plan realizes that larger families will require more water and others will use less. Mark asked that each of the board members review the lawyer's response and review it at the next board meeting. At that point, we will communicate to the community the results.

DRC
Jim Montgomery is the only DRC member. We can have between 1 ­ 5 members. Steve and Mario are interested. Pete Popp told Jim that he would assist. Mark suggested that the committee would handle all of the issues. If there are any contentious issues, they should bring it to the board.

Mario and Steve both gave a short reason for wanting to be on the board ­ both reasons related to caring about the integrity of the community. Bob motioned to accept Mario and Steve onto the DRC Board. Mark seconded and all approved.

DRC

Covenants
Gary Fish reviewed the covenant violations. The Hanson home is in foreclosure. The Filho's have told Gary that they now have a water meter. Mr. Walker is going to discuss the reason for the lack of a water meter with his builder. He committed to Gary to putting one in and Gary just asked him to give him information in. Filho's unapproved structures is in the hands of the lawyers. In addition, Gary, Mark, and Ken are going to visit Mr. Filho to see if we can resolve the issue without the use of lawyers. The Shaffer's trailer is moved.

Kathleen said that the Shaffer trailer is a repeat issue. We have decided to keep records so that we have cumulative information. Then, we can help prevent potential repeat issues.

Secretary
Tia Salazar has offered to assist with the recording device. It will cost ~ $500. Shari wanted to know if the device required software upgrades. Mario has promised to get the answer from Tia. Chad motioned to buy the recording equipment and taking the meeting minutes digitally as long as the price is within 10% of the estimate of $536 and that Tia will help train someone to use it. Marne seconded and all were in favor.

Treasurer's Report
We have a cash balance of $32,154.76. Chad reviewed the budget. 29 lots have not paid their dues. The second letter will go out shortly. There are 3 lots that did not pay their dues from 2002. We discussed putting a lien on those lots. We will discuss the option of putting a lien on those lots. Jim is going to find out what the cost of putting a lien on the property would be.

Fire District
Ken said the issue whether we went with Westcott or some other fire district is a personal choice. It is going to a public vote in November.

Bullet holes in Neighborhood watch sign
Noticed by Lisa Fish on July 6th. An officer came to investigate. He thought it was a 9 mm or 380? Gary discussed the investigation to this point. On the following night, 2 teenagers were driving pulling a sled behind their car. Jim asked about unlicensed vehicles driving on the streets. These are illegal. The suggestion is to contact the El Paso County police when they see this activity.

30 Foot Safe Zone
You have to mow within 30 foot of your home, clean out underbrush, and clear branches 10 feet up.

Summer Picnic
August 23rd, 3 - 6 pm. Margi Boeckes will chair this event. Fliers will go out. We should also mail to people who donąt live in the neighborhood.

New Business
Gary - treasurer's report - taxes on the common area. Will we get reimbursed for back taxes. Chad said it would cost too much to file to get the back taxes. Gary wanted to know if we are getting ownership of the wells in the common area. From previous meetings, it was decided to get the common area deeded over from Glen Jacks' company, then apply to get a deed to the common area well.

Shari said she has the covenants ready to post to the website once they have been proofread. Gary and Bob agreed to review the covenants before they are posted on the website.

The next meeting will be the August 14th
