  1. Call to order
    1. The meeting was called to order by Jim Montgomery at 7:30.
  2. Attendees:
    1. Board members: Jim Montgomery, Gary Fish, Nick Dienes, Tony Gallo, Mike Sabath, Bob Lindow, Brian Freese, and Brian Sells
    2. Homeowners: Mark Cookson, Kathleen McCormick, and Sue Shields
  3. Minutes - the following corrections were made to the April 19 minutes:
    1. Under section 6 Old Business, replace the words "The water report" with "The water usage policy".

    The minutes were approved with the above amendments.

  4. 4. Treasurer's report:
    1. The 2006 Budget was mailed out to all homeowners. There were five letters returned because of invalid addresses and one person responded with a yes vote on the budget. The budget was approved at the last HOA meeting and will be brought up for adoption later in the meeting.
    2. The Wissler Ranch HOA electric bill was five times the previous month's amount (which suggests a problem). The board suspects that the reason for the high electric bill was the malfunctioning well pump circuitry, which burnt out and had to be replaced.
  5. Committee Reports
    1. Covenant Committee
      1. Regarding the krebill water meter violation issue; there have been numerous attempts to contact the owner with no results, therefore the covenant committee requests a recommendation from the board on how to proceed. The board made the following recommendation: 1) Visit the home and attempt to contact the homeowner in person; 2) Apply the fine of $25 per day starting as of May 15; 3) If after contacting the homeowner in person the issue is still not resolved, contact the Great Divide Water Company to have them address the issue.
    2. DRC
      1. Two (2) new house plans approved for 19570 Box Oak way and 20175 Twisted Pine Drive.
      2. One (1) landscape design approved for 4234 Slash Pine.
    3. Landscape Committee
      1. Beth Gannon reports that she has found that Elk Creek Meadows will do our front entrance maintenance for $115/month for six months (note, no maintenance needed during the winter). This is the same company that is currently doing our mowing for the common area. They will also give us a bid on doing some maintenance grading on the common area parking pad and walking path.
      2. As mentioned early, the common area well pump circuitry was replaced because it was burnt out. Mario Salazar replace the failed circuitry.
      3. The common area well pump filter was replaced because it was clogged with silt. Mario Salazar replaced the well pump filter.
      4. The two doors that cover the common area well pump are being replaced because they were in need of maintenance and it is more economical to just replace the doors then to refurbish them. Also note that the door maintenance issue may have contributed to the well pump circuitry failure. Mario Salazar will replace the doors.
      5. Mailbox lights - Mario Salazar tightened down the light fixtures in the Mailbox area structure so that they do not rattle (move) so much in the wind. Mario thinks that this was the reason for the frequent mailbox area lights bulb failure.
    4. Maintenance Committee
      1. Bob Lindow replaced the rain gutters on the front and side of the mailbox area.
      2. Bob Lindow plans on restraining the mailbox area before the next HOA meeting.
  6. Old Business
    1. The water usage policy proposed by Nick Dienes, Tony Gallo, Frank Gyetvan was discussed and the following changes were agreed to:
      1. Section 8: the penalty sliding scale will be changed to:
        1. 0% to 49% TCWU - $0 PPG
        2. 50% to 74% TCWU - $0.0033 PPG
        3. 75 %to 94% TCWU - $0.0132 PPG
        4. 95% to 100 TCWU - $0.033 PPG
        5. Note, TCWU - Total Community water usage and PPG - Penalty Per Gallon
      2. Section 5: A receipt will be required for the initial filling of water features (pools, ponds, etc.).
    2. Water usage Policy; A motion was made to take the final vote on the water usage policy to the next HOA meeting so that changes to section #5 (only) can be prepared before the next meeting.

    4. 2006 budget:
      1. There was some question and answers on the 2006 budget, with no resulting issues.
      2. The 2006 budget was approved by the board at the last HOA meeting and since there were no issues the 2006 budget was adopted.
  7. New Business:
    1. Brian Freese obtained the following proposal from Tri Lakes Disposal if Wissler Ranch switches to Tri Lakes Disposal
      1. They have not had a rate hike in the last two (2) years
      2. 1 - 3 homeowner-provided cans - $13/month
      3. 2 - 5 homeowner-provided cans - $14/month
      4. Tri Lakes-provided cans + 5 trash bags/week - $15/month
    2. Brain Freese will obtain a competitive bid for trash disposal from Waste Management.
  8. Meeting was adjourned: 9:15. M/S/C: Bob Lindow, Mike Sabath, approved (8/0).
