Those present from the Board: Mark Cookson, Mike Coulup, Nick Diennes, Gerry Major, Jim Montgomery, Gary Fish , Tony Gallo and Frank Gyetvan

Those present to be voted onto the Board: Tony Gallo, Frank Gyetvan

  1. Mark opened the meeting at 7:30 pm. Mark explained the he will not be able to remain as the President of the HOA, but will take the job as Vice President, and will also remain the head of the Landscape Committee and Water Committee until his term is up..
    Mike Coulup will remain as acting Treasurer until someone else will volunteer to do the job.
    Jim Montgomery will remain head of the DRC. Nick Diennes volunteered to be head of the Covenants Committee.
    Gerry Major volunteered to be Secretary.
    Gary Fish volunteered to be the new President.
    A vote was taken and it was unanimous for all positions.

  2. The approval of the October Minutes will be put off until the next meeting in January.

  3. Mark will draft a letter to the Homeowner's explaining the new Board Positions.

  4. Mike Coulup brought up a discussion on liens. It was discussed that if the property dues are not paid in the first year, and after attempting to collect the payment in the second year, a lien be put on the property. Mike will look into the cost of a lien, and the cost of the lien plus penalties and the cost of mailing will be added to the lien. The April letter to the homeowners last year imposed a 20% fine. Next April, the letter will also state where liens have been applied.

  5. Landscape Committee
    We have 5 bids so far , 3 of which have been presented to the committee.
    There have been 2 meetings so far at Mark Cookson's house.
    At the last meeting, Big Boys presented a bid for $30,000 for the Main entrance Of Wissler Ranch. It was discussed that we could probably go to $40,000. There are 2 bids that have not been presented yet. Mario Salizar wants to put a Bid together.
    We may be able to start the work before New Years or in the early Spring.

  6. Water Committee
    Chuck tried his best to read the meters, but there were 27 that were broken . The cost of replacement is high, so many are not replacing them. The manager of Great Divide Water Company said that the meters are not tested for cold weather. The cost to replace them will be about $250.00 to $300.00, and there is no guarantee that they won't break again. There is a list of meters that were not able to be read, and the committee decided to split the list among the Board Members and personally call the homeowners whose meters were not Read and report back to Mark Cookson. 122,000 gallons per year are allotted to each household. If a homeowner needs more, they must go to the Board for approval yearly.

  7. Covenants Committee
    Gary explained there was a problem with a barking dog on Twisted Pine. It has become a constant problem for the neighbor. Nick Diennes agreed to look into it. He will talk to the owner of the dog and try to resolve the problem. If there is a covenant issue, and after 2 or 3 letters sent out by the HOA, there is no response, the homeowner will be notified that there will be a fine imposed. There was a discussion about how to impose the fine and how to enforce it. More discussion will be needed. There was a discussion about the Park Trail. It needs maintenance. The Board will get bids on the cost of fixing it.

The meeting was adjourned at 8:35 pm.
There will be no meeting in December.
