Wissler Ranch HOA Monthly Board of Directors’ Meeting Minutes May 15, 2021

 

  • Call to Order: The May Wissler Ranch HOA Board of Directors’ meeting was called to order at 10:03 a.m. via a Cisco Webex virtual format due to COVID-19

 

  • Roll Call: The following board members, officers, and homeowners were in attendance:

  • Reading and Disposal of Minutes: A motion was made and seconded to approve the April 2021 minutes; motion passed. The Board meeting minutes will be posted on the website and mail-kiosk bulletin board.

 

 

  • Reports:

 

– Officer:

            – President: no report

 

            – Vice President: Hal gave an update and there was much discussion on the lack of support from TLMFPD for our cistern project, as well as the proposed merger between TLMFPD and Donald Wescott Fire Department.

 

            – Treasurer: Kathleen gave the treasurer’s report, screen-shared the financials, and explained line items on the balance sheet as a ‘snapshot;’19620 Box Oak is delinquent on 2021 annual assessment and 2019 & 2020 well meter late reporting fines; the matter has been turned over to the attorney to proceed with lien filing and collections. Request for payment and notice of intent to lien were previously sent to the homeowners with no response. WR continues to be in good fiscal standing. Thank you, Kathleen!

 

Committee:

            – Covenant Compliance: WR is a covenant-protected community and as such, residents are legally obligated to maintain compliance at all times. As a reminder, WR Rules, Policies, and Design Review Guidelines also require compliance.

 

                        – Numerous dog barking and dogs off leash complaints were received, reminder notices were sent to homeowners; in addition, reminders were also sent for extended on-site trailer parking, unapproved landscaping projects, and improper parking. Sharla also reminded everyone that Governor Polis signed a new law that made driving/riding OHVs on streets illegal. Please remember no ATVs, dirt bikes, etc., anywhere in the neighborhood.

           

            – Design Review: Pete reported on the projects he and Wayne are currently overseeing. Thank you, both!

 

            – Forestry (includes Firewise): Deborah reported that the May 1st ‘fire preparedness’ day in the common area was a success and that eight new homeowners attended. Thank you, Deborah, for all your planning and organizing! She also gave a shout out to four families who have done an awesome job of mitigating their properties and reporting their efforts on behalf of ‘firewise.’ Thank you, everyone!

 

                        – Please remember, that as you work in your yards removing slash, etc. (or have someone else do it), to keep track of time and costs; please submit the info to Deborah, forestry@wisslerranch.com, to document efforts for our annual firewise rating application.

            – Infrastructure: no report

            – Neighborhood Watch: no report

            – Water: no report

– Website: Al reported that he was able to update the website after finally receiving past months minutes from the Secretary. Thank you, Al!

 

            – Welcome: Sandy is keeping an eye on the four ‘for sale’ properties in the neighborhood and will welcome those new families once they get settled. Thank you, Sandy!

 

– Old Business: none

 

– New Business:

 

            – Homeowner concerns: none

 

            ` Insurance: a prospective homeowner reached out to the Board regarding a home-based preschool. Due to the new law passed last year, CCIOA states HOAs must allow. There was much discussion on insurance, covenant protection, and enforcement mechanisms. Jim will discuss with the HOA’s attorney; Kathleen will speak with the HOA’s insurance broker.

           

– The next virtual Board meeting will be June 19, 2021, @10:00 a.m. An invitation link will be sent; registration is required.

 

            – Future meeting dates are posted on the mailbox bulletin board as well as the website calendar.
