Wissler Ranch HOA Board of Directors’ Meeting Minutes February 19, 2022


• Call to Order: The February HOA Board of Directors’ meeting was called to order at
10:01 a.m. via a Cisco Webex virtual format due to COVID-19 restrictions.
• Roll Call: the following board members, officers, and committee chairs/members were in
attendance (no other homeowners attended):

• Reports:
– Reading and Disposal of Minutes: motion made and seconded to approve the
January 15, 2022, regular monthly meeting minutes; motion passed. These minutes will
be posted on the mail kiosk bulletin board and the WR website.
– Officer:
– President: no report
– Vice President: Hal reported that he had another conversation with County
Commissioner, Holly Williams, who told him that our cisterns are not considered
‘wildfire mitigation’ assets and that we do not have TLMFPD support for our capital

improvement project. Hal is now working with an engineering firm on the budget and design proposal and should have more details next month.
– Treasurer: Kathleen screenshared the financials; annual assessments were due Feb. 15th; 16 property owners have not paid and are past due. Kathleen pointed out that is more than 10% of the HOA membership and the most ‘lates’ we’ve ever had. The Board will consider a proposal next month to revise the Wissler Ranch HOA Policy and Procedures for Unpaid Assessments.
– Committees:
– Covenant Compliance: WR is a covenant-protected community and residents are legally obligated to maintain compliance at all times. As a reminder, the Design Review Guidelines are part of and included in the Covenants.
– Reminder emails will be sent again to two property owners for non-compliant outdoor lighting; dogs off leash/trespassing and harassing wildlife are continuing concerns and will be discussed under ‘New Business.’
– Design Review: Wayne reported on the projects he & Pete are working on; he noted that most have been put on hold due to weather and increases in materials pricing; a new bucket swing seat is on backorder to replace the vandalized one on the playground; gravel replacement in the playground area will occur late spring/early summer.
– Infrastructure: report given under ‘Vice President.’ – Neighborhood Watch: Jim reported that there have been no suspicious activities in our area.
– Neighborhood Watch is a safety program designed to bring together law enforcement agencies, community organizations, businesses and individual residents in an effort to deter crime in neighborhoods. Wissler Ranch has not had a fully-functioning Neighborhood Watch in over five years because the founding chair retired and no one has volunteered to pick up the responsibility.

– Welcome: Sandy reported that she is still waiting for the house on Edgedale to be completed so she can welcome the new homeowners.

– Website: Sandy reported for Al; he was able to update the website and post all the minutes received from the Secretary.
– Forestry (includes Fire Wise): absent; Jim reported for Deborah that the ‘Firewise’ paperwork has been filed.
• Old Business:
– none
• New Business:
– Water Rights Status: Jim reported that the lawyer has been in contact with the original developer and Great Divide; paperwork should be signed and recorded soon which will correctly deed water rights to WR.
– Homeowner Concerns:
– Animal complaints and covenant enforcement. There has been a significant increase in complaints of dogs off leash/trespassing, excessive barking, and harassing wildlife. These are WR covenant, county ordnance, and CO Parks & Wildlife violations. The Board will consider a policy proposal next month to supplement covenant enforcement with regard to ‘nuisance’ animals.
• Adjournment: a motion was made and seconded to adjourn the regular monthly Board meeting at 11:33 a.m.; motion carried.
