Cistern Update

Dear Wissler Ranch residents,

The fire cistern project is discussed at each monthly board meeting and
the minutes are posted on the website.  But for those who don’t or won’t
log in, please know that the project is moving forward.

Mountain View Electric has installed the three-phase power transformer
on-site, at a cost of $40,000.  As one enters the neighborhood on
Wissler Ranch Road, the transformer is clearly visible on the East side
of the road, near the existing common area cistern.

The contract with Advanced Septic Solutions has been reviewed by the HOA
counsel and edited by members of the Board .  It has been executed and
the 35,000-gallon cistern tank is ordered as planned, with Darco, Inc. 
Our order is in their queue and their manufacturing timeline is longer
than we expected.  Delivery is anticipated around late November.  Denver
Pump has also been contracted to provide the pumps, one to transfer
water from the existing cistern to the new one, and another to provide
water to firefighters, via a hydrant to be installed.  Deposits for
these items have also been paid, totaling about $60,000.

Board members, Monument Fire, Advanced Septic and the engineer met
on-site to fine tune the installation plans.  It was unanimously decided
to move the new cistern’s location further from the road and adjacent to
the current cistern.  It will lower the mound covering the cistern,
simplify the “plumbing” and make filling by Monument Fire easier.

Advanced Septic Solutions will be notified by Darco when delivery is
imminent.  At that point, the trench will be excavated for the tank and
for an in-ground vault in which the pumps will be located.  Earlier
excavation would expose the HOA to risks of injury and falling, that the
board would prefer to avoid.  A large crane will be brought to the site
to transfer the cistern from its transporting trailer to the trench and
the necessary plumbing and electrical work will commence.  The tank will
be covered with about three feet of soil and native grasses will blend
in with the rest of the common area.
