Budget Ratification Meeting 

The Budget Ratification Meeting of the WR Homeowners Association was held on Saturday, 20 December 2025 at the Tri-Lakes United Methodist Church (Kings Deer). 

In accordance with the Wissler Ranch Declaration of Covenants, Conditions and Restrictions and the Colorado Common Interest Ownership Act (CCIOA) a budget is deemed ratified if a majority of all owners in the association do not vote against it.  Therefore, if a majority of all owners are not present at the meeting, the budget will automatically be ratified.

The meeting was called to order with 16 members signed in. An additional member arrived late and the Treasurer participated by WebEx. 

For the orderly conduct of the meeting, the president originally ruled that a member arriving after sign-in closed and the treasurer participating by WebEx would not be included in the vote.   

This did change the vote count but had no impact on the outcome of the meeting.  Including the neighbor’s vote would have added a vote against.  Including the treasurer would have added a vote for.  

In both cases, the outcome is the same – The Budget was ratified.  In accordance with our Covenants and the Colorado Common Interest Ownership Act, a budget is ratified unless a majority of ALL members vote against it.  Therefore, if a majority of all owners are not present at the meeting, the budget will automatically be ratified.

Ways to be Involved

Wissler Ranch HOA is a “self-managed” homeowners association.  This means that we rely on volunteers to accomplish the management and oversight functions that other HOAs hire management companies to do.  Being self-managed has the advantage of being less expensive and allows the Association to maintain more control over the way business is done. However, it can be a challenge as essential functions must be accomplished and many members are busy with obligations to families and careers.  Whether you have a little or a lot of time to donate to your neighbors, Wissler Ranch HOA welcomes member involvement. 

Key Responsibilities:

  • Cistern Management – oversee maintenance and sustainment
  • Common Area Management – oversee routine upkeep and plan for maintenance and improvements
  • Covenant Enforcement – administer notification and communication process
  • Design Review Committee – maintain the aesthetic standards of the neighborhood as defined in the Covenants and Design Review Guidelines  
  • Firewise – manage the Firewise certification process and liaise with Colorado State Foresters
  • Information Technology – design and maintain the website.  Assist with records management and team workspace 
  • Water Augmentation Plan – gather well meter readings and file annual report with the state

Other Areas:

  • Chipping – Tri-Lakes Monument Fire Protection District led initiative providing access to grant-funded slash reduction programs.  They provides the chipper and contracted operator.  To participate, WR requires a volunteer representative to the fire department and who also organizes the effort within Wissler Ranch. 
  • Neighborhood Watch – An El Paso County Sheriff initiative led within the neighborhood by a volunteer homeowner. This is independent of the Association.  The goal is to unite a neighborhood in awareness of current local crime risks.  
  • Welcome – reach out to new members providing first introduction to new neighbors

Meetings

  • Board Meetings – monthly meetings to manage the business affairs of the Association
  • Member Meeting – annual in Oct, budget in Dec and special when called for specific purposes
