Wissler Ranch HOA Regular Monthly Board Meeting Minutes

October 19, 2024

  • Call to Order: The Wissler Ranch HOA October Board of Directors’ regular monthly meeting was called to order at 10:00 a.m. at the Tri-Lakes United Methodist Church.
  • Roll Call: The following board members, officers, special guest, and homeowners were in attendance:

Homeowners: 22 homeowners were in attendance; sign-in sheet on file

  • Discussion of Proposed Bylaws: Hal introduced David Firmin, Law Partner, Altitude Law. David explained the need for updating our bylaws due to legislative changes which became effective on August 7, 2024; homeowner Q&A followed until 11:00. Attendees were reminded of the Conduct of Meeting Policy and limited to three minutes speaking time. 
  • General Board meeting followed
  • Reading and Disposal of Budget Meeting Minutes: Pete made a motion, Hal seconded to approve the September 21, 2024, minutes as written; motion passed. The approved minutes will be posted on the website and bulletin board.
  • Reports:

– Officer:

            – President: Hal reminded everyone that the cistern project was completed and it works! The ‘grand opening’ demonstration celebration was held by the Monument Fire Department (MFD) on September 18th with local news coverage, and a neighborhood picnic in the common area. Huge thanks to the Design Review and Infrastructure Committees for their 7-year efforts in bringing the idea to fruition, as well as Ken and Lynda Jensen, Lynn and Tonja Mattie, and Al and Sandy Maurer for arranging and organizing the potluck get-together. Thank you, everyone!

– Thanks to the efforts and attention to detail by Hal, Pete, Brian, and Wayne, MFD has designated our system the ‘prototype’ for surrounding areas including High Forest Ranch and Cathedral Pines; it will also be used to train local firefighters.

– Pavement was repaired; landscape/reseeding options are being reviewed.

            – Vice President: no report

            – Treasurer: Jay gave the treasurer’s report; WR continues to be in good financial standing.

Committee:

            – Covenant Compliance: Sharla reported sending four violation notices to homeowners for parking in a combustible area, unapproved outdoor lighting, business sign display, and dog off leash/off property.

                                    – Water meter reading reminder letters were mailed October 15, 2024, and the mailbox structure sign has been posted. Water meter readings are due November 1st. Failure to report by the November 5th deadline and/or overuse are covenant violations; notifications will need to be mailed and fines assessed per the Covenant Enforcement Policy.

            – Design Review: Wayne reported on the projects he, Pete, and Brian have been working.

            – Infrastructure: Pete reported that the concrete parking pad in front of the mail box structure was completed.

            – Welcome: no report

            – Website: no report

            – Forestry (includes Fire Wise): absent

  • New Business:

– Neighborhood Watch: Nadine Awald, EPCS Community Outreach Representative, had a prearranged absence.

            – Homeowner concerns: comments regarding the county’s ‘chip seal’ schedule, snow plowing, and HOA virtual meeting platforms/options were discussed.

  • Adjournment: Since no other business was brought before the Board, Pete made a motion, Hal seconded, to adjourn the regular monthly meeting at 11:51 a.m.; motion carried.
