Bylaws Revision 2026 – Next Step

Update! Next Informational Open House is this Saturday, May 30th at Serranos Coffee Company Monument from 2-4 pm. The first step toward considering adopting new bylaws, the Information and Comment Period concluded in April. The primary purposes of the Information and Comment period was to give everyone the opportunity to familiarize themselves with the proposed new bylaws before moving onto the next steps. Although limited, the feedback received to date was very positive and our next step will be informational meetings with the opportunity to provide your insights and suggestions for further discussion and consideration. It will also be an opportunity to ask questions or obtain clarification on specific items. These meetings will be in an “open-house” style where people may drop in and back out at their convenience.
All three meetings will be held on Saturdays from 2:00 pm to 4:00 pm at Serranos Coffee Company (shop) located in Monument at 625 W. Highway 105. This is on the west side of I-25 across from the Safeway shopping center. Refreshments are available for purchase.
Dates are:
- May 23, 2026 – 2:00 to 4:00 pm – Serranos
- May 30, 2026 – 2:00 to 4:00 pm – Serranos
- Jun 13, 2026 – 2:00 to 4:00 pm – Serranos
As these are open-house format, there isn’t a need to be there promptly at 2:00 pm or to stay for the entire session. You may drop in and leave when it is convenient for you.

Bylaws Revision 2026 Background
Bylaws form part of the governance of the Wissler Ranch Homeowners Association. Specifically, they are our “operating manual.” They provide for the effective management of our Association, how we conduct business and how we make decisions. They also provide the processes and procedures necessary to implement provisions of state law and our Declaration of Covenants, Conditions and Restrictions (Covenants) and the Articles of Incorporation (Articles).
The current Bylaws were adopted in 2015. They have provided a solid foundation for our community however, due to ever-changing state laws and new ones, there is a need to update them. Updating them will clarify decision-making authority and enhance guidance for both our Board and all members. As you may recall, a previous update put forward in 2024 failed to gather enough votes to be adopted. Since then, a dedicated team of homeowners, led by Pat James, worked diligently to draft a revision.
This revised document has been thoroughly reviewed by our long-time attorney, Altitude Law, confirming compliance with legal standards and our Association’s Covenants and Articles.
Key provisions of the proposed bylaws revision:
- Membership vote required for significant decisions affecting the strategic direction of the Association, including:
- Borrowing money
- Hiring a management company
- Conveying, selling, or leasing Association property
- Clarity in processes and procedures for conducting membership and board meetings
- Provides a common understanding
- Supports self-management with guidelines for key processes
- Clearly defines how votes are conducted and counted
- Does not expand board power or authority
- In compliance with the Covenants and Colorado law. Attorney reviewed
- Board vacancies filled by election by the members; appointments limited to 11 months
- Establishes term limits and conditions for board directors, among others:
- Term limits of two consecutive 3-year terms followed by three years out of office
- Employees of investor-owned properties may not serve as directors
- Written in everyday language
The Board supports these revised bylaws and believes they adequately address the concerns raised by the membership about the 2024 proposed revision. Therefore, they began a series of steps toward considering these bylaws for adoption. The first of these, an Information and Comment Period was from 2 March to 15 April 2026. Now, there will be three open-house style meetings during which various members of the Bylaws Revision Team and the Board will be available to answer questions and take inputs.
