Wissler Ranch HOA Regular Monthly Board Meeting Minutes

July 20, 2024

  • Call to Order: The Wissler Ranch HOA July Board of Directors’ regular monthly meeting was called to order at 10:02 a.m. at the Tri-Lakes United Methodist Church.
  • Roll Call: The following board members, officers, and homeowners were in attendance:

  • Reading and Disposal of Budget Meeting Minutes: Bob made a motion and Pete seconded to approve the June 15, 2024, regular monthly meeting minutes; motion passed. The approved minutes will be posted on the website and bulletin board.
  • Reports:

 – Officer:

            – President: Hal discussed progress on the cistern replacement project. The pump has been installed, MVEA needs to inspect the meter, drain holes were drilled in the housing vault; final grading and landscape restoration will now be arranged. A ‘grand opening’ will be held when Monument Fire Department schedules filling and testing of the new system.

– Thanks to the efforts and attention to detail by Hal, Pete, Brian, and Wayne, MFD has designated our system the ‘prototype’ for surrounding areas, and it will be used to train local firefighters.

            – There was discussion on the new laws that went in to affect this month, specifically HB24-1233/1237, and potential changes to our collections policy, as well as whether or not to seek counsel. As always, the Board wants to ensure any actions taken are in the HOA’s best interest. No decisions were made at this time. More laws affecting CO HOA communities will go into effect on August 8, 2024.

            – Vice President: no report

            – Treasurer: Pete gave the treasurer’s report; WR continues to be in good financial standing.

Committee:

            – Covenant Compliance: Sharla reported three dog-off-leash complaints were received; one 72-hour public health and safety violation notice was sent (two complaints concerned the same dog from the same property; the other involved a Doberman, owner unknown, seen near Slash Pine). Another 72-hour public health and safety violation notice was sent for parking in an unapproved, combustible area.

            – Design Review: Pete reported on the projects he, Wayne, and Brian worked last month. He also described some landscaping ideas being considered for the cistern area, as well as weeding status for the common area/trail. The contractor is behind schedule due to recent high winds but should be able to spray by the end of the month.

            – Infrastructure: no additional report

            – Welcome: Sandy said she welcomed one new family, and is waiting on two more to move in.

            – Website: Al reported that the brief HOA website outage was due to a virus on the web-hosting provider servers. Everything has been restored, new virus protection was uploaded, and passwords were changed; no HOA email was affected.

            – Forestry (includes Fire Wise): absent. Kathleen reminded everyone on Deb’s behalf to keep track of their mitigation efforts (dollars/time spent) and send the information to forestry@wisslerranch.com so Deb can add the numbers to our annual Fire Wise report.

  • New Business:

Neighborhood Watch: Nadine Awald, EPCS Community Outreach Representative, was absent.

                        – Sandy mentioned that two families were interested in hosting a community-wide picnic and have volunteered to spearhead the project. Ideas were discussed, to include combining a neighborhood get-together with the cistern demo (once MFD schedules).

 – Homeowner concerns: Kathleen brought up gas line/leak issues that were reported last week on Next Door; some WR residents may have experienced problems, although Woodmoor appeared to be the most affected.

  • Old Business: Bob reported that the streetsweeper went through the neighborhood; some roads may need additional sweeping. Please contact elpasoco.com to request.
  • Executive session: Sharla made a motion and Hal seconded to adjourn to executive session at 10:46 a.m. to discuss second-notice covenant violations and associated fines; motion carried.

– Sharla made a motion and Pete seconded to adjourn from executive session at 10:55 a.m.; motion carried.

  • Call to Order: Hal made a motion, Pete seconded to resume the regular monthly meeting at 10:55 a.m.
  • Adjournment: After a brief synopsis of executive session, Pete made a motion, Bob seconded, to adjourn the regular monthly meeting at 10:56 a.m. since no other business was brought to the Board; motion carried.
